Is there a troubleshooting guide somewhere?

Set manager for all 3 roles to issue templates. Under administration, information:
Environment:
Redmine version 2.3.1.stable.11984
Ruby version 1.8.7 (i686-linux)
Rails version 3.2.13
Environment production
Database adapter Mysql2
Redmine plugins:
redmine_issue_templates 0.0.5

Problem: Don't see any options for templates when click on issue or new issue despite being manager. Don't know if it's a compatibility issue (seen issue for 2.3 problem), or need to do something to get first template in place, or messed up the install, or what?
